Key responsibilities:

• Strategic planning

In line with the current legislation of the Republic of Kazakhstan and instructions of the Management, jobholder participates in developing proposals in the area strategic planning, including providing recommendations for procurement of aircraft(type, comparative analysis of flight and technical characteristics), assists in drafting development directions, effective planning of resources and achieving Company objectives.

• Operational planning and budget

In line with the current legislation of the Republic of Kazakhstan, requirements of authorized civil aviation bodies, international aviation safety agencies and internal regulations, jobholder is responsible for planning of department activities, planning and development of budget in the part of staff capacity building, ensuring safety procedures, procurement of maintenance services, including operational costs (spare parts, equipment etc.) into annual budget in order to minimize risks and force majeure situations in department’s work and ensuring uninterrupted operation of aircrafts.

• Management and development of airworthiness and aircraft maintenance system

Coordinates and organizes activities to ensure airworthiness and aircraft maintenance, including creating conditions and support for development of in-house aircraft maintenance service in the framework of strategic objectives, requirements of authorized civil aviation bodies, legislation and technical regulations in order to reduce financial burden and increase profitability of the company through efficient management of existing resources and creation of in-house maintenance service.

• Coordination of line maintenance

In line with the current legislation of the Republic of Kazakhstan, authorized civil aviation bodies, requirements of aircraft manufacturers, internal regulations and international standards, as well as technical documentation, jobholder is responsible for coordination and supervision of the maintenance services supplier (Falcon Aviation Services), including preparation of technical documents in terms of requests development and technical specification with set requirements in order to ensure timely and high quality specification and repair of aircraft in line with aircraft technical maintenance program and maintenance guides of aircrafts.

• Airworthiness maintenance

In line with the current legislation of the Republic of Kazakhstan, authorized civil aviation bodies, requirements of aircraft manufacturers, internal regulations and international standards, as well as technical documentation, jobholder is responsible for organization of supervision of scheduled and line works in line with technical maintenance program, for checks and analysis of aircraft technical conditions, pre-flight inspection of aircraft to check proper functioning of all systems and components, is also responsible for decision making on aircraft flight clearance to ensure flight safety and proper functioning of the aircraft, and increase its life. Control of aircraft reliability, components and equipment, operational time for components and aviation equipment with certain assigned operational resource from manufacturer. Amends “Technical maintenance program”.

• Control of trainings organization

In line with the current legislation of the Republic of Kazakhstan, authorized civil aviation bodies, international aviation safety agencies, internal regulations and international standards, jobholder is responsible for organization of trainings for engineers and maintenance staff, airworthiness unit and logistics unit staff in order to increase qualification and prepare staff department for effective and high quality execution of objectives.

• Organization of spare parts supply, logistics

In line with the current legislation of the Republic of Kazakhstan, requirements of authorized civil aviation bodies, international aviation agencies, internal regulations and international standards, jobholder is responsible for uninterrupted supply of materials and technical parts (spare parts and other consumables), organizes the work for logistics to supply necessary parts to the destination point, including matters of customs clearance, in order to ensure timely and full supply of necessary materials and eliminate delays in their supply. Follows the requirements for storage of spare aviation parts and equipment.

• Management of key internal and external relationship

Being a participant of profile and other internal governance boards, the jobholder builds and develops relationships with key stakeholders, external partners, and representatives of airports and businesses, including equipment, materials and services suppliers in line with strategy and instructions of the Management in order to ensure efficient decision making in the Company and beyond in the interests of the Company.

• Personnel management and development

Jobholder formulates and controls key performance indicators of its reporting units; communicates policies, regulations and business development strategic priorities of the Company, signs-off on appointments, creates productive working environment for the team under its control, builds capacity and trains in international standards in order to create conditions required for the continuous improvement of the motivation and productivity of its employees and for achievement of Company’s goals.

Knowledge, experience, and skills:

• Engineering degree or similar qualification in civil aviation area;
• At least 10 years of professional experience;
• At least 5 years of aviation managerial experience;
• Experience in aviation, knowledge of aircraft operation principles, safety and maintenance of aircrafts;
• Good communication and relations building skills are required.
